Employees Present: Utility Coordinator Dena Hodges and Police Chief Jason Bunch
Also Present: John Gillum, CPA
Mayor Bragg declared a quorum present and called the meeting to order at 6:00 p.m. The Pledge of Allegiance was said and Alderman Robinson gave the invocation.
Alderwoman Walker made a motion seconded by Alderman Robinson to move into executive session for 610.021 Employee and Legal at 6:01 p.m. The vote as follows:

The motion carried.
Alderman Robinson made a motion seconded by Alderman Jones to adjourn executive session at 6:32 p.m. The vote as follows

John Gillum left the meeting at 6:32 p.m.
Consent Agenda:
Alderman Jones made a motion and seconded by Alderwoman Walker to approve the consent agenda. The motion carried ayes- Robinson, Jones, Walker, Perry.

City Clerk Comments:
City Clerk Devon Bell reviewed her report with the Board of Alderman. City Clerk explained the amounts of the blazer and dump truck changed to the blazer sold for $2600 and dump truck sold for $6400.
Alderman Jones made a motion and seconded by Alderwoman Walker to use a portion of the $90,947.52 CARES Act Reimbursement to pay off the 2020 Dodge Durango and the Oil Distributor loans and wait to spend any more of this money until a later date. The motion carried ayes- Robinson, Jones, Walker, Perry.
Alderman Robinson made a motion and seconded by Alderwoman Walker to remove Debbie Aldridge from all the Bank of Kirksville Accounts. The motion carried ayes- Robinson, Jones, Walker, Perry.
Electric Department Comments:
Mayor Bragg provided the update that the generator part is in and will be getting installed on January 13th, 2021. Once this is installed, the generator will be started and tested to be sure everything works.
Golf Course Comments:
Mayor Bragg provided the update that Golf Supervisor Eric Ensign was looking into the budget to see if purchasing a new fairway mower was reasonable and it didn’t appear it would work out so he will be purchasing parts to fix the current fairway mower.
Mayor Bragg provided the update that Golf Supervisor Eric Ensign is drawing up the clubhouse renovation measurements and will present them at a later date.
Street Department Comments:
Mayor Bragg provided there should be an update for the Street Drainage Grant at the February meeting.
Mayor Bragg stated the update on the 1989 Dump Truck and 1986 Blazer was in the City Clerks report.
City Clerk Devon Bell provided the update that she is working with USDA on the loan/grant for the skid steer. The application is completed and sent to USDA head office for approval and still working on if we will go out to bid for skid steer or use MO Bids.
Water Department Comments:
Mayor Bragg provided the update that Steve Safely called her on 1/11/21 at 11:30 p.m. to explain his sewer was backed up and he had Shane Ross there to camera it to see what the problem was. It appears his sewer was hit when the fiberoptic was getting put in. Mayor Bragg contacted Bluebird Network and they will be fixing the sewer and paying for Shane Ross’s services.
Police Department Comments:
Police Chief Jason Bunch explained the police crime report is in the packet.
Police Chief Jason Bunch provided the update that they almost have all the equipment out of the Dodge Durango and Ford Explorer.
City Clerk Devon Bell started opening the sealed bids for the police vehicles. The sealed bids came in as follows:

Alderman Perry made a motion and seconded by Alderman Jones to approve the Piper Auto bid for the 2014 Ford Explorer in the amount of $2,888.00. The motion carried ayes- Robinson, Jones, Walker, Perry.
Alderman Jones made a motion and seconded by Alderwoman Susan to approve the Piper Auto bid for the 2020 Dodge Durango in the amount of $5,666.00. The motion carried ayes- Robinson, Jones, Walker, Perry.
Mayor and Board of Committee Reports comments:
Mayor Bragg reviewed her monthly report with the Board of Alderman.
Old Business:
Property Clean Up- No updates to provide
COVID-19 Discussion- Discussion was held.
Alderman Robinson made a motion and seconded by Alderwoman Walker to continue having the City of La Plata pay up to 80 hours if an employee is positive with the COVID or experiencing symptoms and waiting for test results. The motion carried ayes- Robinson, Jones, Walker, Perry.
Police/Council Chambers Refacing- Mayor Bragg provided the update that she informed this project to Integrity.
BNSF RR Bridge Update- Mayor Bragg provided the update that the bridge is looking to open mid-February.
City Hall/Police Counter Encloser- Mayor Bragg provided the update that she informed this project to Integrity
Park and Rec Member, Replacement for Michelle Moore- No updates to provide.
April Election Filing 2021- Only have 2 people signed up at this point and it ends January 19th.
2020-2021 Audit- John Gillum stated before he left earlier in this meeting that he is planning to have an update at the February meeting regarding the audit.
City Clerk Devon Bell started opening the sealed bids for the Keyboard Real Estate. The sealed bids came in as follows:

Alderman Perry made a motion and seconded by Alderman Robinson to approve the Wilson S. and Patricia B. Belt Family Trust bid for $28,000 for the Keyboard Real Estate. The motion carried ayes- Robinson, Jones, Walker, Perry.
New Business:
City hall is in need of a new copier due to the current one needing repairs quite frequently.
Alderman Perry made a motion and seconded by Alderman Jones to accept the bid for a Toshiba Copier in the amount of $4,238.00. The motion carried ayes-Jones, Walker, Perry. Abstained- Robinson.
Alderman Robinson made a motion and seconded by Alderman Perry to change the department employee hours from 7:00 a.m. to 4:00p.m. with an hour lunch to 7:30 a.m. to 4:00 p.m. with a 30-minute lunch. The motion carried ayes- Robinson, Jones, Walker, Perry.
Alderman Jones made a motion and seconded by Alderwoman Walker to remove the requirement of having a medical card for city employees with a CDL due to this not being required by the state. The motion carried ayes- Robinson, Jones, Walker, Perry.
Video/Audio meeting attendance was discussed and Mayor Bragg provided the update that there is already a state statue regarding this issue.
Police Chief Jason Bunch left the meeting at 7:53 p.m.
Ordinance:
Bill NO. 202-01 An Ordinance Establishing the Rate of Pay for Specific Employees of the City of La Plata, Missouri, Steve Lightle and Kevin Rhodes.
1st Reading by Title Only. Alderman Robinson made a motion and seconded by Alderman Jones to approve Bill No. 2021-01. The vote as follows:
