Mayor Bragg declared a quorum present and called the meeting to order at 6:00 p.m. The Pledge of Allegiance was said and Alderman Robinson gave the invocation.
Consent Agenda:
Alderman Jones made a motion and seconded by Alderwoman Walker to approve the consent agenda. The motion carried ayes- Robinson, Jones, Walker, Perry.

City Clerk Comments:
City Clerk Devon Bell reviewed her report with the Board of Alderman.
Electric Department Comments:
Mayor Bragg provided the update that the generator capacity test only had one generator pass and the other one is now down. MPUA has found the part for it costing $1000 and will need to be programmed. The programming is free however Jeff with MPUA is having a hard time getting the programming and will keep Mayor Bragg and Electric Supervisor Cory Cook posted when he has an update.
Alderwoman Walker made a motion and seconded by Alderman Jones to purchase the generator part for $1000 from eBay with free programming. The motion carried ayes-Robinson, Jones, Walker, Perry.
Golf Course Comments:
Police Chief Jason Bunch left meeting at 6:20 p.m.
Golf Supervisor Eric Ensign reviewed the revenues and expenses from Nov 2019 to Nov 2020 with the Board of Alderman and explained that it had been a great 12 months in his opinion. He reviewed his report and the changes he would like to make for the 2021-2022 golf season.
Police Chief Jason Bunch returned to meeting at 6:29 p.m.
Alderman Robinson made a motion and seconded by Alderman Jones to approve the following raises for 2021-2022 cart rental fees and single and family season pass fees. The motion carried ayes-Robinson, Jones, Walker, Perry.
- Raise cart rental fees effective 1/1/2021
- 9-holes $10/rider
- 18-holes $15/rider
- Raise Single Season Pass effective 1/1/2021 – 3/31/2022
- Current pass holders before 4/1/2021 - $600 if paid in full
- New passes before 5/1/2021 - $660
- Passes paid in full after 5/1/2021 – prorated $55/month
- All monthly payments raise to $55/month beginning 4/1/2021
- Raise Family Season Pass effective 1/1/2021 – 3/31/2022
- Current pass holders before 4/1/2021 - $800 if paid in full
- New passes before 5/1/2021 - $900
- Passes paid in full after 5/1/2021 – prorated $75/month

Alderman Robinson made a motion and seconded by Alderwoman Walker to approve the following raise in wages starting 1/1/2021. The motion carried ayes-Robinson, Jones, Walker, Perry.
- Wage Request effective 1/1/2021
- Start new employees at $10.30/hr.
- Raise returning employees to $10.50/hr.
- Raise Steve Lightle and Kevin Rhodes to $12.00/hr.
- Raise George Hansen to $12.50/hr.
Golf Supervisor Eric Ensign provided the update to Board of Alderman and Mayor that he will be having surgery on December 23rd and will be off or on light duty for 4-6 weeks.

Street Department Comments:
Mayor Bragg provided there isn’t any new information on the Street Drainage Grant.
Mayor Bragg provided the update that the 1989 Dump Truck and 1986 Blazer are listed on purple wave and already have bids of $1,150 for Dump Truck and $600 for Blazer.
Mayor Bragg provided the update that the new dump truck is in need of some work.
Alderwoman Walker made a motion and seconded by Alderman Jones to approve and fix the dump truck Steering Gear Box in the amount of $1,749.24. The motion carried ayes, Robinson, Jones, Walker, Perry.
Mayor Bragg provided the update that the current skid loader was broke down but is fixed now. City Clerk Devon Bell and Mayor Bragg are working with USDA to apply for a grant/loan to purchase a new one.
Water Department Comments:
Mayor Bragg explained that Board of Alderman, City Clerk Devon Bell, and the Mayor herself will discuss employee updates in executive session.
Police Department Comments:
Police Chief Jason Bunch explained the police crime report is in the packet.
Police Chief Jason Bunch provided the update that the K-9 Durango was involved in an accident on November 23rd and is totaled. City Clerk Devon Bell provided the update that insurance called and we will be receiving a pay out of $37,628.33 and the City of La Plata can buy it back for $5000.
Alderman Perry made a motion and seconded by Alderwoman Walker to surplus the 2020 Dodge Durango. The motion carried ayes- Robinson, Jones, Walker, Perry.
Alderman Perry made a motion and seconded by Alderwoman Walker to buy the 2020 Dodge Durango back from the insurance company for $5000. The motion carried ayes-Robinson, Jones, Walker, Perry.
Alderman Perry made a motion and seconded by Alderwoman Walker to sell the 2020 Dodge Durango and 2014 Ford Explorer pending MML response on how the City of La Plata should go about selling these vehicles. The motion carried ayes-Robinson, Jones, Walker, Perry.
Alderman Perry made a motion and seconded by Alderwoman Walker to purchase a new 2020 Dodge Durango from Lou Fusz Automotive Network for $33,424.00. The motion carried ayes-Robinson, Jones, Walker, Perry
Police Chief Jason Bunch provided the update that Officer Holt Landorf resigned from full time but would work part time for La Plata Police Department. Police Chief Jason Bunch explained to the Board of Alderman that if we decide to hire for this position, we need to start the new employee at part time and work their way up to full time status.

Mayor and Board of Committee Reports comments:
Mayor Bragg reviewed her monthly report with the Board of Alderman.
Old Business:
Property Clean Up- No updates to provide
COVID-19 Discussion- Discussion was held. Mayor Bragg provided the update that City of La Plata has 100 face shields getting delivered at no cost and will be available for the City of La Plata businesses or citizens.
Police/Council Chambers Refacing- Mayor Bragg provided the update that Steve Allnut and Adam Davis stopped by to take a look at it and will be providing a bid for this project.
City Hall Roof Update- Mayor Bragg provided the update to the Board of Alderman that the roof is not leaking anymore and we did get our 18 year warranty certificate.
BNSF RR Bridge Update- Mayor Bragg provided the update that they starting pumping concrete today to the deck and then will work their way to the curbing and then the approaches.
City Hall/Police Counter Encloser- Mayor Bragg provided the update that Ralph Lyons hasn’t provided a bid for this project as of yet and while Steve Allnut and Adam Davis were looking at the refacing project, she had them look at this project and they will be providing a separate bid.
April Election Filing 2021- Mayor Bragg provided the update that election filings open on December 15th at 8:00 am and it is Alderman Robinson and Alderman Jones year for re-election. She also reported that the filings for the La Plata Fire District and La Plata Special Road District will be done at La Plata City Hall. She reported that as per Macon County Clerk Shirley Simms it is the City of La Plata’s responsibility to verify with the Macon County Collector that all candidates are in good standing on taxes which are due to the city prior to filing the certification of candidates with her office.
New Business:
Park and Rec Member, Replacement for Michelle Moore-Mayor Bragg provided the update that Michelle Moore is moving and is resigning from the Park and Rec Board. We are needing to replace her and the Park and Rec Board is taking names if anyone is interested in being on the board.
2019-2020 Audit- Mayor Bragg provided the update to the Board of Alderman that auditors have been in City Hall for 5 days and predicted to be there another 2-3 days to finish up.
City Hall Heating/Air Conditioning- Mayor Bragg provided the update that City Hall had an emergency furnace replacement due to the old furnace quitting and City Clerk Devon Bell and Utility Coordinator Dena Hodges walked in one morning to the temperature being 59 degrees. Darling Heating and Air Conditioning replaced the old unit within 24 hours of the time it was ordered.
