Present: Mayor Lois Bragg, Alderman Ron Robinson, Alderman Dennis Jones, Alderwoman Susan Walker, and City Clerk Devon Bell
Absent: Alderman Trent Perry
Also Present: Gary Matteson
Mayor Bragg declared a quorum present and called the meeting to order at 6:00 p.m. The Pledge of Allegiance was said and Alderman Robinson gave the invocation.
Consent Agenda:
Alderwoman Walker made a motion and seconded by Alderman Jones to approve the consent agenda. The motion carried ayes- Robinson, Jones, Walker. Absent Perry.
Visitors Comments:
Gary Matteson wanted to say thank you for cleaning up the concrete pile at the Golf Course.
City Clerk Comments:
City Clerk Devon Bell reviewed her report with the Board of Alderman.
City Clerk Devon Bell informed the Board of Alderman that John Gillum will be here Nov. 18-20 and Dec. 3-4 to prepare for the 2019-2020 city audit.
Electric Department Comments:
Mayor Bragg provided the update that the generator capacity test only had one generator pass and the other one is now down. MPUA has found the part for it and it the estimated cost will be $1000 plus the unknown cost for programming. MPUA is supposed to let Electric Supervisor Cory Cook know the cost of the programming.
Alderman Perry entered the meeting at 6:08 PM.
Golf Course Comments:
Alderman Robinson provided the update that the golf course greens are improving and looking really good. The concrete pile was moved to green 13 to reinforce the wall. Part Time Employee Kevin Rhodes is working out really well and would like to come back next year.
Street Department Comments:
Mayor Bragg provided the update that David Ausmus told her they are hoping to get final plans to Mark Twain Regional Council of Governments by the end of November.
Mayor Bragg provided the update that the new dump truck has been picked up and is working out nicely.
Water Department Comments:
Mayor Bragg provided the update that Baylon Belt and Greg Tuggle took their test today and we won’t know the results of that test for 4-6 weeks.
Police Department Comments:
Police Chief Jason Bunch explained the police crime report is in the packet.
Police Chief Jason Bunch provided the update that the K-9 Durango is completed and ready to go. He explained to the Board of Alderman that the police station received a very generous donation from a community member and would like to purchase a dog box from Dana Safety Supply in the amount of $3,695.00. He explained this dog box is universal and would be able to fit into vehicles purchased in the future.
Alderman Perry made a motion and seconded by Alderman Robinson to purchase the dog box from Dana Safety Supply in the amount of $3,695.00 for the K9-SUV. The motion carried ayes-Robinson, Jones, Walker, Perry.
Mayor and Board of Committee Reports comments:
Mayor Bragg reviewed her monthly report with the Board of Alderman.
Old Business:
Property Clean Up- Police Chief Jason Bunch explained that this had been pushed back and didn’t get much completed this last month. He informed the Board of Alderman come Spring the police department will push to get properties cleaned up.
COVID-19 Discussion- Discussion was held.
Police/Council Chambers Refacing- Mayor Bragg provided the update that Steve Alnut will stop by to take a look at it and give his thoughts on if he is interested.
Employee Health Insurance- City Clerk Devon Bell provided the update that she reached out to another provided and they explained to her that we have a great policy and this provider can’t give us a comparable quote.
City Hall Roof Update- Mayor Bragg provided information that the update was completed on November 3rd and showed pictures of the completed project to the Board of Alderman on the computer.
BNSF RR Bridge Update- Mayor Bragg provided the update that the schedule has been revised and the opening date to traffic is tentative for January 13th, 2021.
New Business:
April Election Filing 2021- Mayor Bragg provided the update that this is Alderman Robinson and Alderman Jones year for re-elections. City Clerk Devon Bell will email the ad to the paper on or before November 25th to be placed in the December 2nd issue.
City Hall/Police Counter Encloser- Mayor Bragg provided the update that she had a contractor come and look at City Hall and the Police Station to provide an estimate of what it would cost to enclose these two counters so not just anyone could walk around the counters.
Gary Matteson left the meeting at 6:54 PM.
Alderwoman Walker made a motion seconded by Alderman Jones to move into executive session for 610.021 Legal at 6:54 PM. The vote as follows:

The motion carried.
Alderwoman Walker made a motion seconded by Alderman Perry to adjourn executive session at 7:18 PM. The vote as follows

With no further business, the Mayor adjourned the meeting at 7:19 PM. The next regularly scheduled meeting will be December 8th, 2020.
